As the first guy said, it's hard to tell. U.S. has the highest record (look up world bank, it has the stat's somewhere), but it's also the best at enforcing its rules. Middle eastern countries, latin american, Asian (bar Singapore and a few others), and African countries have little to no enforcement (much crime goes unreported). The amount of slavery in the middle east (like the children camel jockey's and Saudi) is enormous, yet the goverment does nothing (waves it off with feint praise of its police).

tecnically the united states, but thats because a) a lot of countries dont consider the same things that we to be crimes. b) also some high crime places don't keep track of there crime rate (ie third world and wor torn countries), and c) many countries with a real serious crime problem, are very small (like south africa) and thus have a very small population. even though they may have a lot of crime, on the "crime list" it looks small because of there population.
