Why limit on four hours? cigarettes have anything to do with that?
Cape Verdi is fine but a little windy,Europe in general at that time of year iffy,try Cyprus pleasant enough or perhaps Malta or Morocco? not sure, or possibly Tunisia for about 65-70 degrees.
Cheaper to go to West Africa an enjoy pure 100 percent hot weather but,that`s 5hrs an 40mins away.

Definitely Egypt. I have stayed in Cairo in February and it is pleasantly hot, not humid at all which is ideal for sightseeing and walking but if you have a hotel with a pool it will be fine for swimming and soaking up the sun

Try madeira,i was there in early march a couple of years ago and the weather was warm and sunny the whole time.
