I think so. Send it to a patent office. What have you got to lose?

Im sure some security company would love to make surveillance cameras like that or for the military probably - you never know. First of all, you have to get that patented. If you dont want to go through all the patent office ruckus, make a hard copy of all of the plans, put it in the mail, and mail it to yourself, but DONT OPEN IT! whatever you do, do not open that envelope because one you open it, the technique is void - its called the poor man's patent.

PLEASE BEFORE SHOWING IT TO SOMEONE BE CAREFUL TO TRUST THAT PERSON AND ALSO TO HAVE ENOUGH PROOF OF IT BEING UR OWN EFFORT ONE . ALSO PLEASE CHECK OUT SOME MAGAZINES WHERE U CAN REFER IF THE DEVICE ALREADY EXISITS OR NOT AND THEN TRY OUT FOR GETTING IT VERIFIED. ALL THE BEST AND HEADS OFF FOR UR WONDERFUL EFFORT IN DOING SOMETHING NEW. KEEP TRYING AND GOING
