Normally cable companies don't use an inside the house filter anymore.
Most modern cable companies use a digital feed that only allows you to see the things you're paying for. Others filter someplace outside of the house.
Gosh I haven't seen an inside the house setup in decades.... when was the last time I saw that little set-top box that switched on HBO? 1978?

Just twist it. There's no need to have a tool. Just with the help for your hands and fingers. Thats all it takes.
