Do you really think the DV lottery works?

I had a doubt from the beginning whether they just give preference to countries to get the DV or it just work randomly? what do you think?

I am a US consular officers who loves the DV lottery. I issue these visas every day to people who otherwise would have no chance to immigrate to the US, and I have yet to meet a successful applicant whom I wouldn't like to have as a neighbor.
