But cost below $100?

I saw a Adobe Photoshop Elements Pro 5.0 at Costco for $80, but i dont know if thats a good enough version.

It has to make good pics, like creative pics, where i can add little details on the picture like paint splatters or something, and that can make pictures move

Adobe Photoshop Elements 5 should be a very good program. I have version 4 and use it alot, even though I also have an older version of photoshop, paintshop pro and others.

It sounds like your experience with photo programs is not extensive, so it should be an excellent program for you to learn on and grow with. Invest in a good book, or online tutorials to learn how to use it, and get all the potential out of it that it has.

It will do all the things you want to do and more .. except for "making pictures move" ... I am not quite sure what you mean by that .... whether you want to "morph" photo's, or make slide shows of your photo's. In either case, to do these things you will have to invest in another program.

Broderbund has some photo morphing programs.
For slide shows, I highly recommend Pro Show Gold.

There is another program you might want to take a look at, in the same price range .... Photo Impact 12 ... it might have more features on it that you would want than elements 5 ... although personally i think the straight editing capabilities of elements is better.

You can get free trial of either Elements or photo impact ... I recommend that you download them both and try them out to see which you prefer, and which meets your specific needs.

I personally really love Adobe Photoshop CS =P It's on the expensive side though.
