No. To be quite honest, yahoo answers doesn't. That's all up to the users of yahoo answers. They determine how thought provoking and meaningful this tool will be. Conversely, they will determine how useless and vain it is also. They will show us how cool yahoo answers will be or they will show us how much we regret posting questions. It depends on their motive. Do they really have a question? Do they really have an answer? Or are they here to goof off.

Most of the time for me. I know one of my Yahoo Answers provoked a rather nasty e-mail to me tonight.

Not always. Sometimes it provokes absolute stupidity. It all depends who is asking and answering questions at any given time.

I think it just provokes people, as can be seen by some of the reactionary responses

Yes indeed. It makes me think of how many ways I can reach the lost since there are obviously SO MANY out there. I really had no idea there were so many people wandering around in darkness and not even caring. What a sad, sad state our society has deteriorated to.

depends what type of questions are asked. Yahoo answers let people express themselves as long as the questions do not offend other peoples culture, race, or sex.
