Dear Isaac,

Depending which aspects weigh more, the answer may vary as both Hong Kong and Shangai are almost of the same class from various aspects. In terms of development (buildings, infrastructure, transportation, city planning etc.) Hong Kong may be better off as certain parts of Shangai may not be as developed. However given another 5 years, Shangai would easily overtake Hong Kong in terms of development.

Another problem that Hong Kong faces is lack of space that forces the government & local councils to compromise on building parks, pathways and gardens. Overcrowding has always affected the quality of life of the people not just from that aspect but many other aspects as well such as access to public services.

Overall, Shangai may be slightly better than Hong Kong from a biased point of view.

Hong Kong. I was in Shanghai last year and Hong Kong this year. Mainly, Shanghai is pretty along the Bund, and there's lot of huge shopping malls around. Along with that, you have many dirty streets lined with rickety, old buildings. Overall, the air is pretty much polluted and streets ain't too clean. If you are into that type of juxtaposition, then you may like Shanghai more.
Hong Kong is better cos' it's perhaps more multicultural, more exciting, more vibrant. It has great food and good shopping, and people tend to be slightly friendlier than those I met in Shanghai. Hong Kong is probably what Shanghai may be like in 10 years' time, but probably by then, Hong Kong will be in another league of its own as well.
