The headlight flashing thing is supposedly a gang initiation. A car is driving down the street with it's headlights off. When a friendly passer-by flashed their lights to let them know that their lights are off, the people in the car (who are gang members) spin around and murder the helpful good samaritan. It's supposedly a type of gang initiation, but really it's a bunch of horse poo.

RE:

This was actually a problem in Connecticut and Springfield Mass. in the early 90's. Gang members WOULD actually drive around at night with headlights off and wait for a car to flash their lights and then chase them down and either shoot at them or run them off the road.
Normal people flash their lights to warn of a road hazard ahead, or emergency vehicle activity. Hope this helps some.

It is an urban myth. Sometimes people will flash their high beams to let you know there is a cop up front or you have one of your headlights out. If you are in a gang and someone flashes you like this, you have to kill them in order to "earn your stripes"

I dont know about what the urban myth is but these are the reasons why I do.
1. I flash my lights usually to warn the traffic on the oncoming lane that I just passed a cob or there is a road block or something like that.
2. I don't like to horn at people so if someone cuts into my lane or makes a stupid move, I flash my lights.
3. Also, if someone on the oncoming lane has his/her high beams on and it is blinding me, I flash my lights to let them know.

The police thing is true. I have seen people (my X for example) pulled over for it. The cops don't like us warning each other, but it's been going on for at least 30 years that I know of, maybe longer.
The gang thing I only saw here. Sounds stupid, so maybe.

On the highway, it's all about the radar. It's kind of hard to spot
gang bangers going 70 mph on an interstate.

Well in Canada it is done to either tell someone they have their high beams on or that there is a Police Speed unit around the corner.
