If the deceased has been identified (isnt a john doe) usually the state or the decedents employer will pay for burial or cremation. If the person is unidentified (John/Jane Doe) the state will bury in a grave marked by a number. Someone will usually come forward in most cases, but for the decedents that are truly alone, the state or county will fund the burial.
