the icon description box is only partially visable i,e the rest is hidden behind the blue band. How can I correct this?

it has nothing to do with the arrow. the description box is virtually hidden

yes I can see the clock. Its the icons immediatly to the left of the clock, if you point at them a description box should pop up. Mine pops up about 1 millimetre

If you click on the arrow it will expand.

i think of you advise job-bar, if so only click the bar on the precise and carry your mouse button down on a similar time as you drag it to the backside of the show. despite if it somewhat is icons you may only drag them down separately.

You must have your task "bottom" bar loaded with other things which, in my view, do not need. If you take some of them off the problem will correct itself.

maybe you put a magnet near the comp and the magnet pulled some thing and messed up the screen

What blue band? Cna you see you clock plainly?
