There can be many reasons:
1) She looks like an interesting person. Maybe she dresses differently because she likes to follow her own styles instead of the trends.
2) She smiles a lot and by doing this she looks like a fun, positive person to be around. Everyone wants to be around positive people who make them feel good.
3) She is drop dead gorgeous.
4) She is brilliant at something. I like a girl who excels at something. It makes me take notice of her - like perhaps at a dance class she dances so flawlessly.
5) Passion. I find it really incredibly sexy when a girl is passionate about something. It could be towards a hobby or a cause.

It's never good to stare/check out...if a guy is checking you out, tell him to mind his own biz. Except if it's me, then I just think you look like someone I used to know....really....I swear....this girl I knew in the town I used to live in.......yeah.....that's the ticket.....ha.....ha....please don't tell your boyfriend I was checking you out.
