Lesser Jihad being military type war. Are the clerics who have called for Jihad widely respected, and are these Jihad a fact with the majority of Muslims? Who exactly, are the Jihads called against as it applies to the USA and the West in general? Who is obligated, or not obligated to participate in Jihad?

Jihad in Islam is defending Islam and Muslims from any attackers

But starting the attacks and hurting and killing innocents is called Terrorism, and it is not accepted

anyone who is healthy is obligated to Jihad

The most important Jihad, known by all muslims, and unfortunatly not remembered by all muslims, is the "inner Jihad" in which muslims have to fight within themselves against the influence of satan and get themselves to worship Allah as He deserves to be worshipped. Cos if you have not done that, then there is little purpose for you to go for the warlike Jihad being mentioned soo often as the reason behind muslims attacks.
A scholar in London whom i asked about this said that Jihad is permissible only if the muslim comunity is under threat and the leader of ALL muslims declares the need for Jihad.
Nowadays, there is NO ONE leader for the muslim community and no possibility for one to be called (before there was the prophet Mohammed pbup and the assigned califs). The scholar mentioned though that this was the agreed opinion amongst them, but that some scholars of Palestine were considering that they might have valuable reason to call for Jihad as their country is under severe attack because they ARE muslims and that witthout it they will suffer too many losses.
I would like to mention that in the Qur'an verses refering to attacking enemies will also include the fact that muslims cannot attack UNLESS they have been threatened or attacked in the first place, and God does not like transgressors. Also, they are not allowed to kill women, children and elderly people, only those who are fighting them. Jihad can mean many things
to me Jihad means Faith
to terrorists it is an act of war.
So your question can only be anwsered on a certain type of interpretation of Jihad
