Jordan. You'd get the scholarship in Jordan. It might be worthwhile to ask the financial aid office at the American university where you wish to attend, but I'm not optimistic.

In the past there were various programs between the US government and various other governments to send students to US colleges. Believe it or not, in the 1970's there were tons and tons of Iranian students in American colleges. However, those days are gone.

Usually the PhD students finance their education with scholarships and fellowships. That means that they work for the college as a graduate assistant or teaching assistant to pay for their tuition.

Look at your Jordanian Educational Department for educational assistance. Since your'e a Jordanian you better off with their assistance.
