the video playback on my pc is horrible all of a sudden, what can and should i do?

lately it cant play anything that has been sent from my other pc, the video is extremely choppy. and now after i reinstalled wmp10 and windows encoder 9 series the playback is horrific, i watched a film before and it was good quality and now its very blocky/pixelated and the colours seem a bit wrong exaggarated. its not the graphics card.
