can i steam frozen beef?

i want to make beef and broccoli but the beef is frozen can i use the frozen beef in a steamer

You really need to thaw it... The truth of the matter though, is that if you get the internal temp of the meat over 141 F, you will kill any bacteria... Beyond that, it is between you and your tastebuds...
