I'd pick the school that had the most enthusiastic, dedicated teachers, the most interesting and varied academic programs and extracurricular activities and the best results (such as top science fair winners or most merit scholars, outstanding drama and/or debate club) and reputation.
An old school can be cleaned up. Money doesn't necessarily buy a better education.
Remember that old saw: you can't judge a book by its cover!

The condition of the buildings would mean less to me than the quality of the teaching. I would ask what the academic standing of each school is, balance that with whether or not the classes I considered valuable were being offered, and decide based on those criteria.

Depends which one offers the better education...
If equal, the other consideration is do I have a spare $100/month and is there something better I could be doing with it(eg. invest).
If I'm making $20K/year I would go for the free one...On the other hand if I was making $200k/year then I would pay the extra $100/month.
