Is it parts that have been remodeled or just "needed" to be?

I'm sure it's because of necessary remodeling that has required a rededication. I know the Tabernacle, where the Mormon Tabernacle Choir has sung for 137 years, is under reconstruction, but a rededication for it won't be in the same parameters as what a temple would require.

When we take possession of the temple in Independence, Missouri, before the Savior's Coming, a rededication will be required for it.

To rededicate a temple would mean some major overhauls necessitated the way I understand it.

The Los Angeles Temple was recently remodeled. There wasn't a rededication because the building footprint wasn't altered, and non-members didn't go into ordinace rooms. I presume in other temples rededication was required for these reasons.

Hmm, I heard Michael Ballam talk about the Logan temple being remodeled once, and how at first he felt bad some of the pioneer furnishings were taken out, but his father said it was important that the members know the temple was built to accommodate all those who were worthy, including those with disabilities (one of the reasons it was remodeled was so more people could pass through more easily), and it wasn't just a building dedicated to pioneer efforts. So it is in the same vein of renewing our own covenants, I believe. A rededication is like repetition with deeper understanding - and a new set or even the same attendees - to lead us all closer to God.

You got it, it's usually after a remodel. A rededication would technically rededicate the whole building. Yes, it's for those remodeled parts but I think also it's because construction work isn't exactly reverent temple activity, so it's probably also to rededicate it for reverent worship.
