there is a man that lives on the 21st floor of an appartment building,when he leaves for work- he goes all the way down to the ground level. But when he comes home from work, he can only go to the 16th floor and has to walk to remaining 5 floor- unless it is raining-- then he can go all the way up. Why?

you did not specify how he gets to the ground floor ot to the 16th floor.is it possible he can slide down a pole going down but climbs fire escape going up unless it is too wet.

im not sure but some lifts go up in even numbers and some go up in odd numbers taking that guess id say he got in the even numbered lift and had to walk the rest of the way up to 21.

because the elevator is a boat and when its not raining theres not enough water to reach his floor but when it is raining theres more water so he can reach his floor
