I think that you should consult a doctor first. They might not even allow a procedure like that for a girl so young. I did look up some information on laser hair removal and here are some things you should probably consider.
1) Not all patients find that it is painless.
2) Long term effectiveness has not been established.
3) Multiple treatements are often required.
4) Improper treatment can cause burns, lesions, skin discoloration that can last several months, or patchy/patterened growth.
5) The lasers affect other skin structures and long term effects are yet unknown constituting an unknown risk.
With these things in mind I would strongly suggest that you wait until your daughter is old enough to consider these "issues" herself and judge for herself whether she wants to take that risk. It would be highly unfair if something went wrong with such an optional treatement and she was permantently damaged because of it. I'm not saying don't do it, but make sure you do your research and feel that it is something that really needs to be done. Good Luck.

She's very young to be shaving let alone having laser removal. Maybe in 5 years or so? Hope I helped!

DO NOT DO THIS! AS TIME GOES BY SHE PROBABLY WILL LOOSE THE HAIR AT LEAST GIVE HER ANOTHER FIVE YEARS AND THEN LOOK AT THE DIFFERENCE IN HER LEGS.
