I know I have to start joining volunteer organizations, and raising my GPA, but is there anything else you would suggest I work on?

I noticed you are a junior in high school and looking at colleges right now along with scholarships. If your GPA and SAT scores are high enough, you can qualify for merrit based financial aid, so it pays to study for the SAT. The best advice is start searching the free membership scholarship websites and see what is out there. In addition, view the college financial aid websites of the places you are interested in attending since they often list private scholarships from companies and organizations. Also do a search on Google.com and Yahoo.com for scholarships based on the major you are interested in going into the field. Most states offer grants based on financial need which can be located via Google.com and Yahoo.com. 35 states offer a website in which students can apply for college and state financial aid at the same time. Finally, your high school guidance office has a list of scholarships offered by local companies and organizations for its graduates. By the way, there are thousands if not millions of scholarships out there. Good luck!
