add a little dish soap to the paint. that will make it easier to take off and the paint will not crack on your face. also it will help not to dry out your skin.
wash off with soap and apply some cream so your face will not dry out

"best way" in my opinion: airbrush. It goes on much lighter, less apt to crack, etc...and I've got to think it's less irritating to the skin than traditional oil based face paint.
trouble is, it's a bit of an investment to get the equipment...

you can get facepaint at just about any costume shop. It can get pricey depending on how many colors you want. It's good to use paint brushes and for large application makeup sponges.
