The US government proclaimed Whaley House the most haunted house in the US.
First you have to define your haunting.
There are two kinds. One kind where souls are actually stuck here. One kind where there are no souls but more or less a "recording" of events - like the marching of Roman soldiers still heard in - well - Rome...
I have not heard of much in the way of hauntings in New Orleans regardless of what people are saying here.

the winchester house--unless you're talking about larger places in which case I believe the state of wisconsin is supposed to have more hauntings per square mile than any other place in the world

I believe it is Glamis Castle in Scotland. It has a dark and terrible secret about a monster living there. The late Queen Mother was born there, but I don't think she was the monster.
