They are bitten or eat an animal that has rabies. Raccoons, rats, bats and skunks are some common carriers.

since this has become an international site (U.K included).......letting you know... we don't have rabies in the U.K thats why dogs, and other animals coming into the country go through 6 months of quaranteen, but i'd guess your living in some other country or in u.s.a

dogs can get rabies by getting bitten by an animal that has them
Ex: Squirrles, racoons, mice?, moles,chipmunks, other dogs
