I think it means spomething like "wow" or "oh, my" and can be used for good or bad things. (As in "La Cage Aux Folles" where the politician began worriedly chanting 'Ooh la la, ooh la la' after being informed that the leader of his political party had died while having sex with an underage black prostitute.)
However, when used in English, it almost exclusively means "wow" towards something being pleasantly sexy.

ooh la la can be used in many ways, the most famous for non-French people is if a man is attracted to a woman but it can also be used as a sign of slight exasperation (usually said as ooh lala lala lala!) there are probably many other ways but i can't think of any right now. It's probably most similar to english phrase 'oh dear' or american english phrase 'oh my'. = )
