Next week we are going to Florida (from IL) and my 7 yr old has a different last name than I do. I have sent in for a birth certificate, but all they send me is a small wallet size that doesn't even have me listed as her mother.
My question is, do you think I will have a problem traveling with her. I have her SS card, the birth cert. card and an insurance card that has both of our names on it.

You should not have any problems, but for the future my recommendations is that you should make her own passport of identification. You should be fine with her birth certificate.
My sons and I have different last names and I have traveled the world with them since they were babies.

As long as you stay in America you should be fine. For now. I have heard word that "they" would like to make it more difficult to travel between the states without showing documents. If you have custody papers I would bring those too.

I don't quite understand the relationship. If she is your step child then there should be no problem. If someone else is the legal guardian, then you should have a power of attorney in order to get her medical attention if needed while on vacation and any other services that she might need while in your care.

You don't need to have her ID to travel with. I don't think anyone will know (or care!), except in the extremely unlikely situation where she goes missing or is hospitalized.
