I made 2 changes in BIOS and now my computer doesn't even start :(( i changed something with AGP i put it to 256 and memory frequence.....i really don't know what to do :((( pls help me

I've never heard of a misconfigured BIOS could make your computer doesn't even start (I'm assuming that by doesn't even start, you mean that you press the power button and nothing happens, not even a sound of spinning fan). I'm quite sure the damage must be somewhere else, and I can be quite sure it is hardware damage.

As for the computer do start, the fans sounds, but nothing on the screen, that'd surely be a damage in your graphic card. I think this is the most likely cause, since you said you've just change the graphic card setting. You might need to buy a new graphic card.

btw, to reinstall BIOS, you would either need the computer to turn on (Windows doesn't need to boot) or replace the motherboard (or to more and less extreme, replace the BIOS physically, although I don't recommend it).

For reinstalling BIOS (if your computer do turn on), first Google for your motherboard's BIOS data (usually you can get them from the motherboard's website or the BIOS manufacturer website) from another computer. Then follow their instructions, each motherboard may have different ways to do it. Generally though, you'll need a floppy to move the BIOS data to the computer, then Boot from the floppy, and on a DOS environment, run a given application that'll install the BIOS for you.
