My grandma was born in 1914 and doesn't have a birth certificate. She was born at home and delivered by a local woman, no birth certificate was ever issued. She had to go through her senator to get a passport. It's not uncommon for someone that old not to have a birth certificate.

There may not be any or it may not be registered. Records may have been kept in the family bible. My mother was born in 1916 and we were not able to find a birth certificate in the county where she was born.

I would start with the county registrar where they were born but you may need the exact date.
