I just came from a crime scene, more like news. I took a lot of pictures along side all the major tv news stations here in houston. I see pics up already on the Houston chronicle. how can I get paid for mine.

Go to other local stations, newspapers and see if they will pay to for yours. Do it soon before it becomes old news.

If they already have a staff photographer (or a freelancer they use often) then they probably won't pay for your photos.
The only chance that they would pay for yours is if you have a different angle or some photos that are very revealing AND that their photographer does not have.

As a general guideline it is tough to break into large newspapers for photography, try starting with local papers so you can build up a portfolio and then show it to the bigger papers.

If there were no press photographers there go to paper or local news, they'll develop them if your using film and tell ya if there interested in any. Most news groups will give you a fair price. First time you don't have a lot of room to adjust your price.
