Yes they do and A LOT! I have two papillons and they literally cover my clothing with hair just by sitting on my lap. I groom them daily and have them bathed once a month and have put them on vitamins to lower the shedding. Somewhat helpful but if this is a concern of yours, this breed might not be the right choice for you.

No more than any other dog. If they get a thorough grooming weekly, you'll be brushing out the dead hair and cutting down on hair flying around the house. Feeding good quality food and regular grooming cuts down on hair loss.
