You will need access to a dark room. Once in there put your negative into an enlarger (in the dark). Then you can see a negative image of your picture under safe light conditions. You then have to expose the photographic paper to that image for a certain time. This time is very variable as it depends on how sensitive the paper is to light. When you have exposed the paper to your image you now have what is called a latent image on your paper which now has to be developed. It now needs to go into some developer until you basically have the image as dark as you want it. Now your image has to go into fixer solution so it becomes more permanent.
So in your dark room you have two trays of liquid. 1 is developer, 2 is fixer. That is for Black and White pictures!!

get developer (it says DEVELOPER on the bottle, sorry I don't know the actual chemical formula), put it into a tray.
get water, put it into a tray.
get fixer (again, it says FIXER on the bottle, don't know the chemical formula), put it into a tray.
put negative into negative holder, put negative holder into enlarger.
focus, adjust, do whatever to make a nice picture.
put photo paper onto the enlarger, expose paper for set amount of time (probably about 3-5 seconds)
put paper into developer until it's developed. transfer to water, rinse off. put into fixer for a few minutes. rinse it off again and dry it.
all of this is done in a darkroom, right, with a red light n all. otherwise you're photo will be a lovely black sheet of paper.

Whoa..!! That's cool that you hav interest in developing Pics from the negatives!!! I hav learned it 2 days ago in my institute.
I hop u know that we need a dark room to develop it. U need 5 trays. 1st tray filled with water (H2O), then other with the DEVELOPER, 3rd with water, 4th with HYPO & 5th with Water again.
To bring its image on the paper u need a lense and a jelly like chemical,,,,.
To get better results i suggest u to take some training or just choose a work shop for them.
Good Luck...!!

By far the easiest thing to do, is go to a scanner at Kinkos and get it to give you a digital "negative" giving you a positive print.
Developing B/W pics is fairly easy, but it will cost several hundred dollars in equipment.
Developing color negatives is tough for the amateur.
