In around 2000, a local radio around here sponsored a study of sexual habits for the city. It was a serious study prepared and managed by sexologists. (Metropolitan area, about 3 millions souls)
I remember the answer to that specific question because it quite shocked me at the time.
The average for heterosexual men was 31 partners and 19 for heterosexual women. (the numbers were even higher for gays)
The fact that both results are so differents is in fact quite illogical. since each new partnership add to the count for both genders.
The sexologist that present that result suggested that the explanation could be twofold. First was the escort/prostitutes factor. For some men it could add a few partner to the tally, but the exact count for the woman is kind of lost at some point. (Was it 500 or 550 ?)
The second factor that could explain the difference is that men would tend to "reach" for higher count by including every time it only went to third base and even add a few more in case they forgot any!
Women on the contrary would tend to reach for lower score and count only those that were at least a bit significative for them.
The second explanation kind of remain me of the infamous "3" rules from american pie 2, where you have to triple the result women would admit and divide by 3 for the results boasted by guys to get an accurate answer!
So, we can probably revise the average to somewhere around 20-25 partners at the moment of the survey. For most of the answerers the count will continue to go up.

If guys have a lot of money or they are exceptionally good looking, then they always find some opportunity to give in to temptations as temptations would always be chasing them.
But average guys do not have such pressure.
Professional men devoted to their work usually are contented with their wives as they do not have any time for anything other than family, own health and house affairs. And I would say 60% of men in the world belong to the last category.
