In my honest opinion one of the greatest places to live at in the south would have to be Georgia, It boasts the Southeasts largest city and is full of some of the most hospitable people around. We are not all rednecks and country bumpkins but many of us do believe in southern hospitality, the winters aren't deathly chilly and the summers aren't that hot. Of course if fun in the sun is what you are after then you might as well move down to Florida. Florida also has a wide range of different people, it has the everglades as well as some of the greatest theme parks in existence. The south is vastly becoming the spot of largest Migration for todays average American.

North Carolina because you can still find affordable real estate. The cost of living is lo and the people are real
Florida Has no state income tax, but they make up for it with homeoners unsurance rates and property taxes on your home. Try 4000.00 tax annually on a 250,000. apartment
Virginia is great and the military competion keep the cost of living reasonable. Especially around TideWater area, consisiting of Virgina Beach, Norfolk, Hampton, Williamsburg. Its beautiful, people are nice, souther but educated. That state has it all, close to mountains, beaches, Washington DC

North Carolina for the fact that you can still find affordable real estate.
Florida for no state income tax.
North Dakota is not a southern state.
California (I live in it and love it) is too expensive unless money is no object to you -- try San Diego area, which is nice and warm year round.

If you want to include the South-West, New Mexico - the Land of Enchantment - is the place to go.
I've lived there for 6 years and loved every day of it.
