You need to phone the County Council highways department. Local borough councils rarely have the information unless it is them who own the land.
Telephone/email enquiries aren't normally accepted and are normally provided at a cost unless recieved by a Police officer/other government person.
Contact your local county council and ask them what their procedures are.

Google Earth! There you can get a birds eye view, and also the names of the roads. If you think it's private you can look up the house you think it belongs to and see the boundary lines. Your council will have a website too. Email them, you'll get an answer within a few days. Hope this helps!

Around where I live, and if you are not a local, the buckshot stinging your ar se is a usual sign that it was a private road.
In my drive, you would be lucky to get away with only the ar se shot off you.
