I use a Park and Ride car park. Today I have found out the council intend to clamp users who just park but do not ride. If I pay the fee for the Park and Ride service, what is my legal status if I do not actually use the bus? Surely if I have paid the fee it is up to me how I use it?

There are limited bus stops so getting on the bus is not an option.

I checked with the Council and one of their obnoxious parking managers informed me I would still be clamped. When I asked where he suggest I park he said about driving into Town, parking there and then getting the bus back out to the Park n Ride. Idiot!

Thanks for your help Michael. As it happens I have nowhere else to park at the end of a 45 mile journey to work. The car park is by no means full so they are turning away extra money from me with this policy. The site is miles out of the town so how parking there is causing more congestion and pollution than driving into town to get the bus back out again as you and the manager suggest is interesting. Perhaps you should get a job on the council yourself

As for "finding" out. No I haven't been clamped and there are no signs up as yet. I am happy to pay for the service, I just don't want to get on the bus.

Aha the bus company has realised the people only really need a car park!! Ha HA I'd say you are within your rights once you pay the bills but i'd check it out with your local council

As its private land its probably not a matter for the law but one of local rules, normally posted on site as T&Cs.

If you buy a ticket, you will be bound by those T&C's, you are entering into a contract. They probably say its for use by P&R users only. If you just buy a ticket with no intention of using the bus, then you are not using the carpark for its intended use and in breach of the T&Cs, and subject to whatever published punishment they have. As you've "found out" that the council intend to clamp I guess they have been clearly publishing these rules so its entirely your fault if you get clamped.


I'm guessing that you want to use the P&R carpark because its somewhere near you need to go but not into town. If this is the case, its my personal view that this is being selfish and trying to use a public service designed to reduce congestion and polution for your own aims. you may not want my view, but if you post in a public forum you get it I'm afraid !

Just because the carpark person at the council said something you didn't like does not make them obnoxious nor an idiot.
