Sorry, but your logic is defective.

You don't need to be able to read English to drive safely. You just need to know what the signs mean.

I drive in many countries -- Mexico, France, Italy, Spain, Germany, Belguim, and Croatia just to name a few. Although I don't speak much of any of those languages, I've learned what the important traffic signs mean. In over 25 years of driving in multiple countries, I still have an accident free record.

One does NOT need to be literate in any particular language to be a safe driver. You just need to learn to compensate for your limitations, whatever those limitations are.

The single largest contributor to the death rate on the roads is DRUNK DRIVERS! The DMV has nothing to do with actually putting drunks on the highway.

The foreign language tests actually do assess the individual's ability to correctly interpret English language signs.

Therefore, fluency in English is not a predictor of safe driving ability. Fact is, the vast majority of accidents in the US are caused by folks who speak English natively.

Because questions need to be understood in written form, signs however are symbols, therefor transcend language.
