The Vedic Literatures does not enjoin that one treat widows badly.
The Vedic Literatures states that every one is bound by the results of their own deeds. If a women looses her husband or a man looses a wife, it is advised that He/she rather take the rest of life in austerity and spend most time in worship of God, rather than marrying again.
The aim of Human Life is only to realize God and hence every one is asked to lead a austere life to realize God either married or unmarried or young or Old. One must not waste Human life in enjoying worthless things that is even available in Animal Lives.

But it is no where mentioned that a widow should be treaded badly. Rather Vedic Literatures states that women should be protected in all situations.
But the so called advance civilization of Today which is based on Gross Selfishness, wants to throw away such widows as there is husband is not there to protect her. This so called civilization even throw away old mother and father, then what can be expected of its behavior towards a Widow? Still we are very proud of this advancement!!
