that story is that God gave them different languages and put them at different parts of the earth to confuse them so they can't build the tower, so when He did that then some say He changed their color too

Skin color is a result of generation of subjection to living in dirrect sun. Over the course of many generations, the new babies will become darker in skin color.Over the course of many hundreds of years, the body's DNA changes to adjust to those invironments that people live in. Those who are not having to live in the sunlight all day long, are more faired skin colored.
The tower of babel was what caused the people to have different toungues that they spoke with. And they could not finish the tower because God made it so they could not communicate with eachother. They had to go into the crowds and find those that spoke the same language. It is possible that God made those adjustments with skin color, when He confounded the people's speach at the tower of babel, but I have not yet found that in the bible.
Genesis 11:9 Therefore is the name of it called Babel; because the LORD did there confound the language of all the earth: and from thence did the LORD scatter them abroad upon the face of all the earth.

The implication is before that...generally understood as 'the curse of Canaan'. Canaan, Noah's grandson and son of Ham, sexually mutilated his grandfather after his grandfather got drunk. Canaan and his descendents were thus cursed...many ancient commentators believe the curse was dark, ie black, skin.
This conclusion comes from the understanding that the descendents of Canaan settled in Africa, the descendents of Japheth in Europe and the descendents of Shem in Asia.
