If you are in the US, there's a federal do-not-call list you can sign up for that will eliminate cold calls.
If they are not cold calls (the do-not-call list specifically exempts companies with whom you have a business relationship), tell them to stop calling you. If they do not, make a record of each call you receive and file a complaint with the FCC.

I'm not sure about your cell phone, however you can register for the Do No Call list and the FTC will investigate any and all complaints you file. It takes few weeks to activate it once you register. I seriously doubt if the calls are all foreign, as many are trying to call me even though I am on the DO NOT CALL LIST. I simply cuss them out and tell them I am reporting them. A suggestion would be if you do not have caller ID would be to install it so you can have a record of the phone number and then use an answering machine to screen your calls, so you can ignore and delete the calls. I screen my calls when home and I still use my caller ID to see if I want to answer the phone or not.
If they are foreign, you might want to check with your State Attorney General for assistance. They have a website if you go in a search method such as yahoo or google and type your state in there. It should show a state website that will have the governor, atty general and other offices listed.

Do you have Caller ID (Caller Line Identification)? Take note of the number. If it's always the same landline number, this should work.
If you're in the US: Register your number in the Do-Not-Call registry and report the offending number if it persists.
If you're outside the US and it's the same landline number: Phone systems are usually designed that only the called party can terminate a connection. If you are the caller and the called party does not hang up, he cannot get another dialtone and spam someone else. So you can teach him a lesson by keeping your phone offhook for about an hour (go shopping; clean the house; do the laundry), and he will not be able to do his work.
Sorry, I do not have a solution if your cellphone is being called. Except maybe picking up the call so the caller gets charged.

There is such a thing as the National Do Not Call Registry. It is a legitimate, regulated service. If you will go to the website and register both your home and cell numbers, they are not supposed to call those numbers. If after 31 days they continue to call you, you have the right to file a complaint against them by going back on that same site. I have listed the website for you. Hope this helps.

Your phone company should provide you a 'call blocking' service, and it works pretty well, except these jerks have about a million phone numbers they can use. One of my friends just shrieks into the phone, or whacks it real hard with something noisy, or sometimes rings a bell into it. I know that's mean, but it's no worse (in my opinion) than having to run and hunt the phone only to get someone you can't understand, selling you something you don't want!

I personally don't own this but i met a woman who purchased the Tele-zapper and she said it worked great. I personally have signed up our phones on the No Call list. another problem is if you have credit cards they will give you number out to companies who want to sell you products to you that they charge against your credit card. You have to tell them to stop calling.
My husband gets annoying calls from his credit card company trying to sell him insurance and all sorts of un-needed junk. I have told them all more then once don't call. and they have told me it can take at least 30 days to not get calls.

https://www.donotcall.gov/register/Reg.aspx will provide you with the option of entering cell phone numbers as well as your e-mail address. You may enter up to three phone numbers, and it makes no difference if it is a landline or cell number! I registered all of mine, and have had no more calls. But you may have to just deal with it for up to 31 days.
