dried blood, no... well you could tell that there was alcohol in the blood, but not how much alcohol is in the blood, and it wouldn't be enforceable in a trial for something like DUI. you can get the BAC (blood alcohol content) from 'dead' blood, ie pooled blood or blood from a dead body

yes u can determine blood alcohol content from dry blood if its in a solution although the resultant alcohol content would be less than the actual content . so it has to be wroked out from there
