The definitive answer to this question is a book called
Uriel's Machine written by Christopher Knight and Robert Lomas.
Basically Stonehenge is an ancient clock or time machine. Not for traveling in time but measuring time. This book is so good. It also tells the reader how to build their own ancient time keeper.

It was built as a site of religious worship over a period of about 1500 years from about 3000 BC. The people who built and used it were pre-Celtic.
