The standard prerequisites are that "He" be omniscient (all-knowing), omnipotent (all-powerful), and omnipresent (everywhere at once).

Of course, granting that, you have to explain how such a Being could allow "evil" to exist in His universe. By the above definition, in fact, evil must be a part of Himself, willed and energized through Him. The Devil himself must be a part of God no less than all of us. There's really no way around this. If you claim that the Devil is a "rebellious" aspect of God, you take away from His omnipotence. If you deny that God is present in every axe-murder, in every child-rape, in every suicide bombing, you take away from His omnipresence. If you insist that God endowed human beings with "free will," you take away from His omniscience.

To most "religious" people, though, these considerations never occur. They simply wallow in superlatives. "He is All-Good, the Holiest of Holies, etc etc." Pure sentimentality. They utterly lack the critical capacity necessary to even understand the importance of qualifying their own terms, and then they hold up this quality as demonstration of their "faith!"

"That God is one, and that there is a conjunction of charity and faith" (Soul and Body n. 20).

Also, "This only One and very Self is omnipresent, omniscient and omnipotent. This also every Christian acknowledges from his doctrine and every gentile from his religion. In consequence, wherever he is, a man thinks that God is there and that he prays to God at hand; thinking and praying so, men cannot but think that God is everywhere, that is, omnipresent [in all places at all times]; likewise omniscient [all knowing] and omnipotent [all powerful]. Everyone praying to God, therefore, implores Him from the heart to lead him because He can lead him; thus he acknowledges the divine omnipresence, omniscience and omnipotence, doing so in turning his face to the Lord; thereupon the truth flows in from the Lord" (Divine Providence n. 157).

Also, "There are three essentials of the church: acknowledgment of the divine of the Lord, acknowledgment of the holiness of the Word [Bible], and the life which is called charity" (Divine Providence n. 259[3]).

According to the Bible, all a god needs is authority. That's why Judges were considered gods.

Note: False gods can not have authority, since they are basically just statues or at best ideas.

There is but One God and He is already God. Therefore nothing else under the sun should be considered even close to a god.
