When we "cast spells" as people like to call it we are only praying to a certain spirit or deity for help or guidence. The only difference between our "praying" and the praying of other religions is that we use different tools and objects to aid us, Such as candles, wands, crystals, stones, and insenses just to name a few, your choice of materials relies on what the purpose of your "spell" for lack of a better word.
On the topic of curses as a Wiccan you should never curse anyone, for it goes against our basic princaple of harming none. You always must remember that whatever you do to some will come back to you or a loved on threefold. Harmful magic is frowned upon, or it is in my circle.
And finally yes I believe there are both good and bad spirits although I think there are more good than bad. But no I don't think that they are evil, I believe that they are just playful or troublesome and just need some guidence from the older spirits.
Oh and a note to Jack D. We are not hellbond as you say, for we do not believe in hell. Hell was created by the Catholic church when they were trying to convert my ansetors and the anstestors or other wiccan and pegans to their religion. Hell is only used as a scare tactic and doesn't really exsist except in the narrow minds of people. I feel sorry for you Jack D, and hope that my children grow up respecting all religions as they respect their own, and will never look down on other non-wiccans as you look down on us.

Hi! I'm glad you are open to understanding different religions. It makes you a more tolerant and well-rounded person.
First of all, wiccans believe - "An it harm none, do what thou will" And what you put out will come back to you threefold. So that pretty much states against the curse thing. Some take it to a bad place just as all religious extremists do. So you can't say none do curses, they are just not in tune with Wicca if they are.
When wiccans cast, it is basically the same as praying. I've seen Christians doing the "Laying of Hands" to heal people through Jesus. I've seen Catholics light a candle and incense and say a prayer. Everybody has their own way of working spells. I've seen wiccans in their circle asking the Goddess and/or God to help heal the sick. They just use the energies of the Earth to help send the message. I have seen results from all.
As far as good and bad spirits, I have to say I believe in positive and negative energies. And some spirits have one or the other. Just as Christians believe in angels, there are good spirits or even spirit guides(for our Native American friends). There is also the negative side-have you ever been somewhere and you just felt all wrong, then something bad happens...a car accident, a fight, there are negative energies out there that we have to watch out for. Some pray for Jesus to send an angel to help them because they just feel something's not right. Wiccans would probably cast a protection spell and ask for God's white light to surround them and guide them that day.
It is not that different from other religions really, and I have studied many religions. It's just that not many would take time to try and understand before they call Wicca evil or the Devil's work, but it is not in the least bit evil, and wiccans don't believe in the devil. Just right and wrong and the positive way we want to live our lives.

Casting spells, is the same thing as praying. A Spell, is an enacted prayer. Herbs, Candles and tools, give the Witch something to focus on. :)

Spells, then, are the channeling of our own divine selves, our own energies, to create the change.
Spells such as those which use love magic to gain the attention of a specific individual, or curses, are considered "manipulative". Most Wiccans believe that anything manipulative-that goes against the free will of another-is considered wrong. Many other pagan paths have similar codes of conduct based upon the tenets of their tradition or belief and almost all believe that the responsibility for their actions will lie with them.

Casting spells can be done without any special tools or incantations. What is needed is desire, intent, and will. Casting is done best by stating a need and the possibilities needed to fill it and willing it to be so. The tools used are just there to help focus the mind on the need, be it candles, papers, stones or herbs or will alone. Wanting, wishing and praying are all ways it is possible to do the magic of casting spells. Personally, I try to leave mention of specific people out of the spell casting unless they asked for help(or prayers) before hand or they are casting along with me(as in when my coven is casting as a group).
Yes, Wiccans can cast curses, though many choose not to. Ability and desire are not the same thing. To do so intentionally goes against the Wiccan Rede of "and it harm none, do as you will". Personally, I think there is enough negativity going around that I do not have to add to it with my spell work or with any other part of my life.
I personally, do believe in good and bad spirits, though I refuse to speak for all Wiccans in that. I also believe in elemental beings and their like, that fall outside the good/bad category. My beliefs extend past the black/white categories of good and evil. Yes, there are beings I would much rather stay out of the way of as they have no fondness of the living, humans or enjoy pain and chaos such as the unseelie court of faeries. Though the seelie court can be just as nasty when provoked though they are better classified as good. Fire can help or harm depending on how you deal with it. When dealing with these non-human entities of all kinds, respect and polite manner are a must.

I'm a neo-pagan but not a Wiccan. Still, I'd like to answer the question.
Casting spells is directing energy toward a desired goal.
One cannot have the knowledge and skill to heal without possessing the knowledge to harm. This does not mean that someone would harm, only that the knowledge goes both ways.
I don't know of any Wiccans that believe in absolute positive or absolute negative spirits, but I don't know about all Wiccan paths.

The Wiccans I have met and the Wiccan literature all advise against casting spells to curse someone.
I am Pagan rather than Wiccan and use spells as more of a positive affirmation to the Universe that i want something would take place. It is empowering to really believe that I have the power to believe in and make positive things happen in my life.
If I believe in good spirits I have to believe in bad. However, I believe that I draw to myself more good than bad spirits.
I believe that when Christians say that a person is going to Hell due to their beliefs, they are trying to curse someone.

I work with a girl that is Wiccan, she does believe in spells. Wiccans don't practice black magic, they believe that anything negative that you do to another person will come back to 3 fold. The spells that they use are only used for good. Yes, there are good and bad creative forces. They also believe in Faires and gnomes. This seems a bit much to me, but my friend came in with her study book and they truly believe that there are live faires. Cool and beautiful idea but a little to fantasy for me.

The best definition of magic I've seen is "The Science and Art of causing Change to occur in Conformity with Will."
Whether you're drawing on yourself and the energies around you to attempt to cause that change, or asking for the intercession of Deity to help cause that change, it's most analogous to "focused prayer".

Believe? Yes. Can we? Yes. Would we? No - not without violating the Wiccan Rede of "An it harm none, do as ye will", and not without serious repercussions on ourselves.

A spell is basically a prayer with tools. (candles, herbs, etc.)
The spell is created. (prayer formed in mind)
The spell is sent. (prayer is spoken)
The spell reverberates into the life of the sender. (prayer is answered)
Spells like prayer are much more than just saying some words. Just saying some words is ineffective prayer. You must take action in the physical world to help your spell/prayer manifest.
