Does anyone have any information about the US Coast Guard prior to DOHS?

I have to show a before and after comparison of the two.

the only difference is where their budget comes from now. used to be DoT, but everything else has stayed the same. Their primary missions have not changed since their inception.

Prior to DOHS the USCG was part of the Dept. of transportation, however during wartime they could fall under the Dept.of the Navy. The main roll of the USCG is search and rescue, followed by law enforcement( fisheries, boating safety, boating while intoxicated) also environmental protection (marine animals and oil pollution).
