You might want to check with the airline you are thinking of using...they might have different policies on that one.

You can, if the kitten is still dependent of its mother. You also need to call the airlines just in case to see their policy.
I work for an airlines and I know that everyone of them differ. Will you be traveling with them? If you are, some airlines will allow you to take them as carry on. Just let them know that you need to watch over them to make sure the mother isnt too stressed out that she wont feed the kitten.
If you arent traveling with them, consider having them mildly tranquilized (still depending on the kittens age) that way they wont freak out.

check with the airline - also be very carefull... because the smaller the animal the greater the risk to them - some will allow pets in carriers that are small enough to go under your seat, but often its only the "hypo - allergenic cats and dogs" that are allowed...
basically I am saying is it will be a risk to the kitten

It would be better if the mother and kitten were together, especially if the kitten was new born and needed to be beside each other.

Be careful, they must not travel in the luggage compartment. They are thrown like suitcases, and they suffer temperatures like -30 C and low atmospheric pressure. It is very traumatising for animals to travel like this - if they survive. Cats are usually allowed in the cabin, so better ask the company if that is possible, or travel with them, or ask someone who is travelling to take them with him.
