Homosexuality is a normal human variation like height or IQ, our sexuality whether straight or gay is caused by genetic factors as well as the hormonal environment inside the mothers womb, plus a myriad other influences none of us can choose.
Nobody can choose their sexuality, they can maybe choose to be celibate but there is no good reason why anyone would want to do that and a gay person could choose to live in the closet but that doesn't benefit the gay person in fact it causes a lot of problems.
It's best for everyone to be honest and open about what and who they are and to accept themselves and others.

Yes, God sees the fullness of time, therefore He can see all the events in every person's life simultaneously, not linearly the way we see them. This would obviously include the early childhood experirnces which cause a person to develop abnormal sexual tendencies.
