he stares at me and sometiems smiles sometimes he looks away quickly when i look at him but i dont know if this one girl is a good friend of his or a gf they talk in the halls and talk in class but she talks to other guys in class and in the halls what should i do advice please

May be he already had a girlfriend but now he has fallen for you and is indecisive about whether or not to ask you. Because if he asks you and you turn him down and at the time, his girlfriend comes to know about it then he has neither of you. In such a situation, I suggest you talk to him ( preferably when the girlfriend is not around ) and just say hi to him. He will get the message that you are interested in him and take it from there.
Another scenario could be that the girl with him is just his friend and not a girlfriend. If that's the case then you can get her help in hooking up with him.

My dear you can propose to the guy so that you will know weather he is in friend with the other girl or not by inviting him to a walk or for outing. Ask the guy if he cares for any friendship with you. There you would know better.
