What is the safest and best way to "scope" someone on line, to know if they are for real, or a con artist ?

Take your time and ask lots and lots of questions. If they are honest they won't mind and will most likely be asking plenty of questions themselves! I personally think it can be a GREAT way to meet people. I met my fiance' on-line. We are from the same town but likely would've never met otherwise. Turns out he was my brother's best friend in high school. I was already away at college and never met him though. He is a wonderful man and the love of my life! I also have an uncle who met his wife of ten or more years on-line. They are still very much in love and happy. I recommend a site that offers personality matching. Just remember to take your time, be just as honest as you expect them to be and trust your instincts! People can make you believe they are anything they want you to think they are - but only for a little while. Be safe. I hope you are as lucky as I was. Peace and happiness...

Talk to them on the phone before meeting them, and before meeting ANYONE, choose a well-lit place with people around, and bring a friend who can meet them with you (and then if it goes well, you can have your friend leave).
It's never absolutely safe, but meeting people online is much more common now than it used to be. it's not all 'creeps and perverts' it's just a way to meet people, and works wonderfully.
Just get to know the person online, talk on the phone, and be careful in person. Good luck!
