The GSD has been the most popular for the last 50 years, but the Belgian Malinois is fast replacing the German Shepard for the same reasons that US bred GSDs have never been used very much. Almost all GSDs used for police work in the US are imported.

I would think the # 1 breed of a k-9 chosen by police would be the German Shepard, because they seem to be very intelligent and easier to train to take down criminals and are also used for search and rescue.

The Belgian malinois is taking over. A lot of handlers are going back to the German Shepherds as they are usually not as high drive. There is no such thing as a German Police dog!! There is a Czech border patrol line of the German Shepherd, but it is still called a German Shepherd.

For active duty, the top breed is the German Shepherd Dog, although the Belgian Malinois is quickly catching up. And for passive use (drug dection and search dogs) the GSD is quickly followed by the Labrador retriever and the Bloodhound.

German Shepherds are common.
Many breeds can be trained.
During WW II, dog owners from all over the US, loaned their dogs to the Military. They were trained to kill. Various breeds were used.
Some dogs could never adapt back to "civilian" life and remained killers. They had to be destroyed. I had a friend who lost his dog in that manner.
I owned a Shepherd. They are very protective of their masters.

Most likely the German Shepherd, but Belgian Malinois are taking many spots across the US (less popular breed, thus less overbred with less hip dysplasia & other genetic defects).
For bomb & drug detection, they are using a lot of Labrador Retrievers.
