If you are using that much shampoo on the dog, your dog will have extremely dry skin. Cold water should wash it right on down. Next time just use a tiny amount of shampoo.

Push come to shove, try a bit of cooking oil. It will help break the surface tension of the suds.

Salt. You won't need anything else. It will cut right through the froth so that it can be easily washed down the drain.

you just run COLD water down the drain, hot water just makes it suds up more.
